kert 055322f081 fix(llm): the tagging judge drops a host that dies mid-run and retries on the next largest, like embed_texts (refs #575, #796) ...

The CMS-2026-2377 pilot died after 230 comments with a ReadTimeout
when the laptop went offline: make_judge picked the largest live host
once per call and had no recovery. Now a transport error drops that
host from the pool and the judgement is retried on the survivors; with
none left it raises the same clear RuntimeError the embedder does.
