Component 7. cms.ingest_log DuckDB table in aco.duckdb (+ lake publish): run_id, ingested_at, module, table_name, rule_id, source_file, sha256, rows, fr_citation, pincite_key. Writer in src/cms/ingest_log.py; ingest_pfs.py logs every table it loads (final + NPRM).

Merged to main in 53b97b8 (branch p36-cy2026-rule, 17 commits). Done in a337da3. cms.ingest_log DuckDB table (run_id, ingested_at, module, table_name, rule_id, source_file, sha256, rows, fr_citation, pincite_key), append-only writer in src/cms/ingest_log.py, wired into dev/scripts/ingest_pfs.py (final + --nprm steps, one run_id per run) and published to the lake (c0ad6f8). TDD, review approved.
