Closing as a false positive — fixed in 5f826f6. The Deploy report job was missing a failure gate on the Report step, so api.diag.ci was firing on every successful Deploy run.

feat: CMS rulemaking comment analysis module (regulations.gov)

Backfill perf update — commit 22cbc74

  • API sleep tightened: 3.7s → 1.3s (under reg.gov 50/min burst cap, ~2700/hr theoretical)
  • Attachment downloads now run concurrently on the CDN…
