Closing — root cause was a parser bug in dev/scripts/pkg_inventory.py that mangled the pymupdf dep spec when it had an inline comment. Fixed in 7445d09 with 4 regression tests.

Closing as a false positive — fixed in 5f826f6. The Deploy report job was missing a failure gate on the Report step, so api.diag.ci was firing on every successful Deploy run.
