FYI: download-side throughput improvement landed in 22cbc74 — attachments are now fetched concurrently from the CDN (4 workers, no per-request sleep). They stream into `.state/comments/{docket_id}…

feat: CMS rulemaking comment analysis module (regulations.gov)

Backfill perf update — commit 22cbc74

  • API sleep tightened: 3.7s → 1.3s (under reg.gov 50/min burst cap, ~2700/hr theoretical)
  • Attachment downloads now run concurrently on the CDN…
