Component 8. llm.source.iter_rule_docs(store, ...) yielding FR rule full text (TXT attachment preferred) with metadata {doctype:'rule', cms_rule_id, fr_document_number, year}; indexed into new pgvector collection 'rules'; stack llm index --collection rules CLI path.

Merged to main in 53b97b8 (branch p36-cy2026-rule, 17 commits). Done in ad6d3f0 + e85147e. llm.source.iter_rule_docs yields FR rule text (TXT attachment preferred, PDF-extract fallback) with metadata {doctype:rule, cms_rule_id, fr_document_number, year, item_key}; HTML wrapper + inline tags/entities stripped (utf-8, replace); stack llm index --collection rules --key … CLI. Indexed: see #596.
