Component 2. Download FR PDF+TXT for the CY2026 PFS proposed rule (2025-13271 → item 2KVJ2HKX) and final rule (2025-19787 → item NHRGIHGD) via dev/scripts/fetch_fr_attachments.py into data/fr_downloads/, attached to the bib items.

Merged to main in 53b97b8 (branch p36-cy2026-rule, 17 commits). Done (ops). FR PDF+TXT captured for both rules into data/fr_downloads/ and attached to the bib items: 2025-13271 (62.4 MB pdf / 2.95 MB txt → 2KVJ2HKX) and 2025-19787 (221.3 MB pdf / 4.78 MB txt → NHRGIHGD). Note: the FR 'txt' is HTML-wrapped with stray NULs — downstream consumers strip it (see #595).
