Component 9 (ops). stack bib backfill-comments (docket CMS-2025-0304) → stack comments extract / extract-ocr for the remaining ~11k of 14,092 → verify _index.csv → stack llm index --collection comments --docket CMS-2025-0304 and --collection rules. Record final counts here.

Merged to main in 53b97b8 (branch p36-cy2026-rule, 17 commits). Done (ops). Farm status corrected during the build: extraction was already complete (2,905/2,905 attachment-bearing comments have combined.md; remaining ~11.2k of 14,091 are body-only, served via abstract fallback), and the full comment corpus incl. this docket was already embedded post-P33 (62,486 chunks for CMS-2025-0304 of 726,620 total in comments). New this milestone: rules collection with both CY2026 rule texts — 5,769 clean chunks (2,208 NPRM CMS-1832-P / 3,561 final CMS-1832-F) after inline-HTML strip + force reindex; final-rule item tagged cms-rule:CMS-1832-F; retrieval spot-checks verified metadata + zero HTML chunks. Straggler backfill run: 0 remaining.
