P42: Palliative Care RFI — evidence base & source capture
Phase 1 of the CY2027 NPRM palliative-care RFI response project (P42-P44). REVISED 2026-08-18: the deliverable is the PRISMA evidence base behind notebooks/palliative_care_rfi.py, built same-day with the skin-subs (P29) PRISMA machinery.
Executed: dev/scripts/search_pubmed_palliative_rfi.py — five relevance-capped PubMed E-utilities searches, one per RFI part (a-e), 1,227 retrieved / 1,189 unique → bib.sqlite → Zotero (module:palliative-rfi + rfi:{a-e} tags); prisma project registered (criteria / extraction template / reasons codebook anchors in Zotero); stage-2 title/abstract screening via stack prisma screen palliative-rfi on a LOCAL model (qwen2.5:14b via Ollama, server GPU) — Anthropic API had no credit and the user directed local inference. PRISMA 2020 flow renders live from Zotero tags in the notebook.
Still open in this milestone: capture of the RFI's own cited sources (#644) and sibling-rule fr-grabs (#645).
