P38: Zotero Rule Sync — upsert tag merge, tag repair, nightly rules scope

New Issue

The CY2027 PFS NPRM (bib item 5ITGVDJV) never reached the Zotero library: P37 skipped the manual tag-scoped sync, the nightly zotero-sync workflow only covers source:email, and Store.upsert wipe-and-replace tag semantics destroyed the sup:2027_PFS_NPRM tag the sync would have keyed on (same clobber hit 2KVJ2HKX / sup:2026_PFS_NPRM, breaking pfs.nprm Addendum B rediscovery). This milestone fixes the upsert semantics, repairs the data, lands the rule in Zotero, and adds a nightly rules-scoped sync so it cannot silently recur.
