bib: CY2027 NPRM (5ITGVDJV) never synced to Zotero — run the tag-scoped sync P37 skipped #626

The CY2027 PFS NPRM rule item exists in bib (5ITGVDJV, created 2026-08-14T00:27Z, FR PDF/TXT + Addendum B attached) but has no counterpart in zotero.sqlite — the only rule in the library's run of PFS rules that is missing.

Why: the P37 plan (docs/superpowers/plans/2026-08-13-cy2027-pfs-proposed-rule-p37.md, addenda task) ends with "tag-scoped zotero sync", the step P36 demonstrably ran (CY2026 attachments hit Zotero 2026-08-12 15:08:32, one minute after the bib attach). In P37 the step was never executed — the build-outcomes writeup accounts for every other deliverable and never mentions Zotero. By 05:58 the same morning the tag was wiped (#624), so the sync became silently unrunnable as written (--tag sup:2027_PFS_NPRM matches zero items).

After #624 + #625 land:

uv run stack bib sync-zotero --tag sup:2027_PFS_NPRM (holds the zotero container by default)
uv run stack bib sync-zotero --tag sup:2026_PFS_NPRM (refresh 2KVJ2HKX so Zotero's tag snapshot matches bib again)

Acceptance: zotero.sqlite has item key 5ITGVDJV with 3 child attachments (FR 2026-14327 PDF/TXT + CY2027 Addendum B xlsx) and the restored tags.

Synced and verified (2026-08-17), after #624 (merge fix), #625 (tag repair), #628 (storage_path repair):

stack bib sync-zotero --tag sup:2027_PFS_NPRM → created: 1, tags: 9, attachments: 3
stack bib sync-zotero --tag sup:2026_PFS_NPRM → skipped: 1, tags: 0 — Zotero's 2KVJ2HKX tag set already matched bib exactly (its snapshot predated the wipe), nothing to add
zotero.sqlite now has item key 5ITGVDJV (statute-typed, 91 FR 43842, field parity with 2KVJ2HKX confirmed) with tags sup:2027_PFS_NPRM, file:rvu, module:pfs, cms-rule:CMS-1848-P, reg-docket:CMS-2026-2377, rule:0938-av82, source:federal-register, year:2026, year:2027
all 3 attachment files physically present in Zotero storage: 2026-14327.pdf (39 MB), 2026-14327.txt (2.6 MB), CY2027 Addendum B xlsx (1.2 MB)
zotero container held during each sync and restarted after (Up + healthy)

The CY2027 NPRM is now in the library like every other rule.
