P27: Notebook Separation of Concerns — config, snippets, assets out of notebooks/

Separated notebook content from server config. marimo.toml, snippets, and home-page-patched.js moved from notebooks/ to infra/marimo/. notebooks/ is now pure .py content. 18 layout tests enforce this. CI verified.
