Delta C. Generalize _discover_addendum_b(tag); ingest_pfs --nprm loads every (sup tag, cms_rule_id) pair; partitions coexist in pfs.rvu_proposed keyed by cms_rule_id; ingest_log row per rule with citation from proposed_for(year). Depends on #607 rename.

Merged to main in a75b4c7 (branch p37-cy2027-rule). Done in 1c688be — NPRM_SOURCES multi-rule ingest; partitions verified on primary+replica+DuckLake (CMS-1832-P 14,169 / CMS-1848-P 14,518); per-rule ingest_log provenance under shared run_id; durable schema-mismatch DROP guard. En-route find filed as #619 (publish_replica symlink bug).
