Component 3. Download the CMS-1832-P public-use files (proposed Addendum B RVUs at minimum) from cms.gov, register in bib/Zotero tagged sup:2026_PFS_NPRM + module:pfs + file:rvu + year:2026 so NPRM files are discoverable without colliding with final-rule files.

Merged to main in 53b97b8 (branch p36-cy2026-rule, 17 commits). Done in 29ea581 + 223c6e1. CMS-1832-P addenda ZIP (7 files: Addenda A/B/D/E) downloaded to data/cms/pfs_nprm/2026/; Addendum B xlsx attached to 2KVJ2HKX with tags sup:2026_PFS_NPRM, module:pfs, file:rvu, year:2026; tag-scoped zotero sync ran clean; --register is idempotent (skip-guard added in review fix round).
