The editor's notebook menu, settings gear and kernel Shutdown X join the home page's Tutorials/settings/Shutdown as never rendered. The menu's actions stay reachable from the command palette. The gear also hosted the user-settings dialog that the command palette, AI footer and packages panel open through settingDialogAtom; the overlay adds UserSettingsDialog, which mounts that dialog without the gear. The overlay's guard is now global: the build fails if any file outside the components' own definitions (and tests/stories) still names one of them, so an upstream bump can't move them somewhere new unnoticed.
