Approved design for stack zot fetch: papers and books together; discovery via Unpaywall and libgen.li's JSON API (DOI/ISBN → md5), delivery via libgen get.php then Anna's fast download by md5; attach under the existing --hold guard; JSONL ledger; no timer. Implementation is parked (corwins issue: parking lot).
