P44: Palliative Care RFI — comment drafting & submission
Phase 3 of the CY2027 NPRM palliative-care RFI response project (P42–P44).
Draft the comment answering the RFI question-by-question (parts a–e), every claim backed by the P42 evidence base or a P43 exhibit, FR pincites throughout. Internal review pass against the RFI text to confirm each solicited question is either answered or explicitly declined. Submit to docket CMS-2026-2377 on regulations.gov BEFORE the 2026-09-14 close (due date set 2 days early as buffer), then archive the submitted PDF + comment tracking number in bib/Zotero alongside the rule item.
Hard deadline: comments must be received by 2026-09-14 (proposed_for(2027).comment_close).
