Hard deadline: comments must be received by 2026-09-14 (proposed_for(2027).comment_close). Submit the finished comment to docket CMS-2026-2377 on regulations.gov with buffer (P44 due 09-12), then:

archive the as-submitted PDF and the regulations.gov comment tracking number as a bib/Zotero item attached to the CMS-1848-P rule item (5ITGVDJV)
once posted publicly, record the comment ID so the P30 rex comment-analysis tooling can find our own submission in the docket

Not submitted. The 2026-09-14 close of the CY2027 PFS proposed-rule comment period (docket CMS-2026-2377) passed without our comment going in; no tracking number exists and nothing is archived. Confirmed with the operator 2026-09-22.

Plan: the #650 draft (docs/comments/2026-09-cms-2026-2377-palliative-rfi-draft.md) is kept and will be reworked into our comment on the CY2027 PFS final rule when its comment period opens (final rule expected ~November 2026; the final rule takes comment on provisions finalized with a comment period, and the RFI material carries over). Retitling this issue to track that instead of the missed date; the archive-the-receipt half stands unchanged.
