cfrlink rollout — :pincite: cfr branch, notebook cfr_md links, Zotero placement #641

  1. Pincite.jump_url gains the cfr locator branch via cfrlink (store-free URL construction; § 3.2-style locators without a title stay URL-less; degradation contract unchanged).
  2. CY2027 notebook: cfr_md() helper beside fr_md(); live-link 42 CFR 414.1450(b)(1) (APM revival), the QP-alignment § 414.1425(c)(5)(ii) cite (spelled with title), and the PQM section's 42 CFR § 425.400(c). Gate: nb_integration single-notebook pass=1.
  3. Place the cited CFR paragraphs on their regulation items and run the zotero sync; verify linkMode=3 children on the part/section items.
