Delta A. PROPOSED: dict[int, ProposedRule] for final-less years + proposed_for(year); CY2027 values transcribed from captured text (CFs, BN, anesthesia, telehealth, comment close from DATES) with pincites. RuleYear untouched.

Merged to main in a75b4c7 (branch p37-cy2027-rule). Done in 677c743 — PROPOSED registry + proposed_for(year) in src/pfs/rules/__init__.py; CY2027 NPRM parameters transcribed and independently byte-verified (CF 32.8409/33.1693 QP, anesthesia 20.2143/20.4165, BN 1.0053, telehealth $32.65, comment close 2026-09-14, 91 FR 43842); CMS's Summary-section baseline mislabeling documented in notes and resolved via the RIA derivation.
