Delta E. Extend dev/scripts/fetch_nprm_addenda.py with a --year 2027 mode (CMS-1848-P detail page) → data/cms/pfs_nprm/2027/; attach Addendum B with sup:2027_PFS_NPRM + module:pfs + file:rvu + year:2027; tag-scoped zotero sync.

Merged to main in a75b4c7 (branch p37-cy2027-rule). Done in 844daf1 — dev/scripts/fetch_nprm_addenda.py per-year config (--year), 2027 addenda captured (13 files), Addendum B registered (BIEQHVTM) with sup:2027_PFS_NPRM tags; __MACOSX junk exclusion hardened; 2026 behavior byte-verified unchanged.
