Done (ops). stack bib discover-pfs-rules registered the CY2027 NPRM as bib item 5ITGVDJV; fetch_fr_attachments --key 5ITGVDJV captured PDF (41.3 MB) + full text (2.77 MB) into data/fr_downloads/2026-14327.*, attached to the item. First capture through #617's normalize-at-download path: .txt is clean plain text (raw bytes preserved as .html), grep -c "conversion factor" → 30 without any binary workarounds. Header: 91 FR 43842 (Vol. 91 No. 135, 2026-07-16, pages 43842–44557). Downstream tasks use item key 5ITGVDJV.
