Component 10. notebooks/cy2026_pfs_proposed_rule.py — CF walk (CY2025 → proposed → final incl. QP/non-QP split), RVU winners/losers from pfs.rvu_proposed vs pfs.rvu, specialty impact, Advanced APM section from src/qpp; FR citations on every figure; headless integration validated.

Merged to main in 53b97b8 (branch p36-cy2026-rule, 17 commits). Done in d35e50d + 58234eb (+ citation fix a444d75). notebooks/cy2026_pfs_proposed_rule.py — 5 sections: CF walk (CY2025 → proposed → final, QP/non-QP + anesthesia, BN decomposition with reconstruction check), RVU winners/losers vs both baselines, specialty impact (CMS Table 92 is a scanned graphic → clearly-labeled CPT-range proxy), Advanced APM (registry-driven thresholds/dispositions + dollar differential on real RVUs), provenance from cms.ingest_log. All figures registry/lake-sourced with FR citations; 18/18 headless integration green.
