Component 6. New src/qpp namespace package + stack[qpp] extra. QppYear registry: QP/partial-QP thresholds (payment-amount %, patient-count %), Advanced APM criteria (CEHRT, nominal-risk standards), payment-year consequence (incentive % / QP CF link to pfs.rules), each with citations; CY2026 carries CMS-1832-P proposed changes (QppProposed).

Merged to main in 53b97b8 (branch p36-cy2026-rule, 17 commits). Done in ab090e2 + ab0c232. src/qpp registry (stack[qpp] extra): QpThresholds/RiskStandards/QppYear/QppProposed for PY2023–2026; QP thresholds 75%/50%, partial-QP 50%/35% (patient-count value is a disclosed inference); revenue nominal-risk standard 8% per 414.1415(c)(3)(i)(A); benchmark standard (c)(3)(i)(B) is stated nowhere in the corpus as a bare percentage → None with documented search; APM incentive sunset + first QP/non-QP CF split (payment year 2026) at 90 FR 49928/49979–49980; CMS-1832-P proposed changes + final dispositions encoded. All citations independently grep-verified in review.
