Component 4. New ProposedRule pydantic model on RuleYear (proposed: ProposedRule | None): cms_rule_id, fr_document_number, citation, dates, proposed CFs (standard/QP/anesthesia), BN adjustor, telehealth fee. CY2026 values transcribed from the captured NPRM text with a pincite — not from memory.

Merged to main in 53b97b8 (branch p36-cy2026-rule, 17 commits). Done in 0c92ee2 (+ citation fix a444d75). ProposedRule model on RuleYear; RULES[2026].proposed carries the NPRM parameters transcribed from the captured text and independently re-verified by two reviewers: CF 33.4209 non-QP / 33.5875 QP, anesthesia 20.5728/20.6754 (QP), BN adjustor 1.0055, telehealth originating-site fee $31.85, published 2025-07-16, comment close 2025-09-12, citation 90 FR 32352 (values at 90 FR 32800), pincite 2KVJ2HKX. Bonus: final review discovered RULES[2026]'s pre-existing final-rule citation ('90 FR 101174') was actually the OPPS rule's citation — corrected to 90 FR 49266 (CFs at 49961).
