Component 1. src/rex/comments/classify.py hard-codes docket CMS-2025-0304 as the CY2026 OPPS rule (CMS-1834-P); the docket is the PFS NPRM (CMS-1832-P) per the regulations.gov docket abstract. Fix the system prompt, add a DOCKET_RULES constant, and a regression test asserting agreement with bib reg-docket/cms-rule tag pairs.

Merged to main in 53b97b8 (branch p36-cy2026-rule, 17 commits). Fixed in 3341d9e. DOCKET_RULES maps CMS-2025-0304 → CMS-1832-P; _SYSTEM prompt corrected from OPPS/CMS-1834-P to PFS/CMS-1832-P (verified against the regulations.gov docket abstract); OPPS-specific $127.28/cm² figure dropped; regression tests added (tests/rex/comments/test_classify.py). Review clean.

Merged to main in 53b97b8 (branch p36-cy2026-rule, 17 commits).
