Objective

Ingest CMS OPPS APC weight files, mirroring how PFS ingests RVU files.

Tasks

  • Download APC weight files from CMS.gov (Addendum A/B)
  • Parse: APC code, short descriptor, relative weight, payment rate, status indicator
  • Historical files: CY 2014–2026 (aligned with skin sub rule history)
  • Store as opps.apc_weights in DuckDB
  • Track status indicator changes over time (S/T/Q for skin subs)
