Objective

Create src/opps/ module mirroring src/pfs/ structure.

Tasks

  • src/opps/__init__.py — module docstring, public API
  • src/opps/table/ — DuckDB table definitions for OPPS data (APC weights, status indicators, payment rates)
  • Config section in stack.toml under [opps]
  • Register in pyproject.toml as skinny package extra
