docs: annotate 81cbe53 — it bundles two change sets (refs #652, #657)

81cbe53's message describes only the fetch_pmc OA-service change, but
the commit also carries per-project extraction-tool parameterization
(tools.py/extract.py + tests/prisma/test_tools.py) that was staged in
the worktree from outside my session and swept in unnoticed. That
second change set: EXTRACT_TOOL schema is now built from each
project's prisma:extraction-template Zotero note, ending the
skin-subs-hardcoded extraction form (20 new tests, all passing).
History note only — no tree changes.
