kert bde9918bbb fix docs build: preserve api/index.md, revert onBrokenLinks to warn ...

The COPY --from=extract overwrites docs/api/ and loses index.md.
Added explicit COPY for index.md after the extract copy.

Reverted onBrokenLinks to "warn" — Docusaurus category page links
(/category/aco) aren't resolvable at link-check time with
routeBasePath="/". The links work at runtime but fail static analysis.
