P43: Palliative Care RFI — data analysis & notebook
Phase 2 of the CY2027 NPRM palliative-care RFI response project (P42-P44). REVISED 2026-08-18: notebooks/palliative_care_rfi.py IS the project deliverable — PRISMA 2020 flow (live from Zotero screening tags, skin-subs pattern) + payment context for the code families the RFI names (ACP 99497-8, CCM/PCM/TCM, APCM G0556-8): CY2026 final vs CY2027 proposed from pfs.rvu / pfs.rvu_proposed at each vintage's own CF, MSSP attribution overlap flagged, RVU trajectory heatmap 2015-2027p, citations through bib.frlink/cfrlink.
Still open: claims-side utilization exhibit (#648) and section II.E pincite cross-read (#649) — follow-ups feeding the P44 comment, not part of the same-day deliverable.
