Single staging pipeline that:

  1. Reads raw CCLF/BCDA files from storage
  2. Loads into DuckDB input_layer schema
  3. Optionally writes to Iceberg tables via lakehouse context

Should be triggerable via stack load --target duckdb|iceberg|both
