item_for(cite, store): map a cite to its bib regulation item by parsing the library's eCFR URLs (exact-section item preferred, part item fallback; 699 regulation items in bib today). place(store, ref, label): resolve + item_for (raises without a matching library item) → upsert into the P40 fr_links table with page=0/p_id=NULL (documented: sync only reads label/url) → carried to Zotero as linkMode=3 child links by the existing _sync_fr_links, no sync changes. md_link store-free. CLI: stack bib cfr-jump REF [--md] [--place [--label L]] + --url URL reverse mode (prints the cite).

Depends on the core issue. Spec: docs/superpowers/specs/2026-08-17-ecfr-jump-links-design.md.
