CLI command to load BCDA NDJSON exports into DuckDB.

  • Use existing bcda.express.flatten module
  • Load ExplanationOfBenefit, Patient, Coverage resources
  • Map to input_layer schema matching CCLF structure
  • Support both sandbox and production endpoints via stack.toml [bcda]
