Chunking source is the per-attachment .md siblings written by the #253 extraction pipeline (abstract fallback when a comment has no attachment), plus Zotero/bib corpus documents.

Scope

  • markdown-aware chunking (headings/paragraph boundaries, target ~512 tokens, overlap)
  • abstract fallback for attachment-less comments
  • deterministic chunk ids: bib item key + content hash + seq (resume/idempotency key)
  • carry metadata: item key, docket, rule, year, doctype

Acceptance

  • same input → identical chunk ids; unit-tested on fixture comments + corpus docs

Done in P33 — merged to main as 14d279b (branch llm-p33). Pilot docket CMS-2017-0092 indexed end-to-end with exact search; full test gate green at 99.75%.
