New src/llm package following the skinny-module conventions.

Scope

  • src/llm/__init__.py + module skeleton (chunk/embed/index/rag/tag/api)
  • llm extra in pyproject: langchain-core, langchain-ollama, langchain-postgres, fastapi, uvicorn, psycopg[binary], pydantic
  • [llm] config section (ollama hosts, models, pg dsn, collection names) wired through conf
  • tests scaffold with mocked Ollama/pgvector

Acceptance

  • pip install stack[llm] resolves; uv run python -c 'import llm' works
  • config readable via conf with sane defaults; coverage bar holds

Done in P33 — merged to main as 14d279b (branch llm-p33). Pilot docket CMS-2017-0092 indexed end-to-end with exact search; full test gate green at 99.75%.
