Problem

The root .woodpecker.yml is dead code — Woodpecker v3 uses the .woodpecker/ directory when present and ignores the root file. It uses old v2 syntax and duplicates what ci.yml already does, creating confusion about which config is authoritative.

Fix

Delete /.woodpecker.yml.

Acceptance criteria

  • File deleted
  • Woodpecker still triggers ci.yml, deploy.yml, infra-ci.yml, rebuild-all.yml on appropriate events
