bib: fix Regulation citation format for CFR sections vs parts #302

Current _format_regulation handles § and pt. but misses:

  • Proper spacing in C.F.R. abbreviation
  • Year should be effective_date not publication_date
  • Part-level citations need pt. prefix per Bluebook
  • Section ranges need §§ (plural)
  • Title field should only appear in APA, not Bluebook

Per Tierney paper §4.5: enter title CFR as nameOfAct, section as codeSection, year as dateEnacted.
