Status: the DuckDB deliverable partially exists — skin_subs.rulemaking_comments with the provisions column and a 15-row pilot. Not built yet: the at-scale aggregation views, the marimo comment-explorer notebook, and the Docusaurus methodology page. Blocked on #254/#255 (position/theme + stakeholder columns need real values first).
