Root cause

P24 tree reorg moved files to infra/ but containers never recreated. Docker created empty dir stubs. 10 containers failed exit 127.

Tasks

Parse compose.yml, verify every bind mount source exists
Verify source is file not directory where target is file
Run in CI and pre-commit
Detect Docker-created directory stubs
