CLI command: stack bib sync

  1. Call collect_column_comments(store) to gather all col: tags
  2. Call apply_column_comments(con, store) to set DuckDB comments
  3. Report: N comments applied, M already up-to-date, K failed
  4. Support --dry-run flag
