Implement src/perf/export.py — marimo-style local file export.

Tasks

FileExporter(SpanExporter) that writes spans to traces/spans.jsonl
Auto-detect: if OTLP endpoint unreachable, fall back to file export
Path configurable via stack.toml [telemetry].fallback
JSONL format: one JSON object per span (trace_id, span_id, name, attributes, duration_ns, status)
BatchSpanProcessor wrapping FileExporter (like marimo)
CLI command to pretty-print JSONL traces: stack perf show
Tests: verify JSONL output format and fallback behavior

FileExporter was built in #203. Remaining:

Auto-detect OTLP unreachable → fallback (already in _tracer.py try/except)
CLI stack perf show to pretty-print JSONL traces
Tests for fallback behavior

src/cli/__init__.py — registered perf subcommand

Existing (from #203):

src/perf/export.py — FileSpanExporter JSONL writer
src/perf/_tracer.py — auto-fallback to FileExporter when OTLP unreachable

Tests: 7 in test_export.py

Directory creation, append, attribute preservation, shutdown/flush
CLI show with data (verifies output formatting)
CLI show missing file (exit code 1)
