Create src/cli/__init__.py with typer app and subcommands:

stack run <pipeline>     # execute a pipeline
stack load <source>      # ingest CCLF/BCDA/seed data
stack generate models    # regenerate table models from DuckDB
stack bib sync|tag|query # bibliography operations
stack lake deploy|load   # lakehouse schema + data
stack db comment|inspect # DuckDB utilities
stack validate           # schema validation across all pipelines
stack docs build|serve   # generate and serve documentation

Each subcommand should be a separate module under src/cli/.
Wire [project.scripts] in pyproject.toml so uv run stack works.
All commands read from stack.toml via conf.
