Goal

Test that the generator produces valid, complete, and deterministic output.

Test plan

Round-trip: generate → parse → re-generate → assert identical
Completeness: every pipeline in registry appears as a task
Dependencies: topological sort matches upstream declarations
Drift: modify a pipeline upstream, regenerate, verify depends_on changes
Idempotency: running gen_config.py twice produces identical output
Target isolation: dev/staging/prod targets have correct catalog values

Acceptance

All tests pass
Coverage includes all generator code paths
