Goal

Emit the artifacts section that builds and uploads the stack wheel so databricks bundle deploy handles the full build lifecycle.

Scope

Read pyproject.toml for package name, version, build system
Generate artifacts.default with type: whl, build: uv build, path: .
Ensure tasks reference the wheel via python_wheel_task

Acceptance

Generated databricks.yml includes artifacts section
