Goal

Deploy an apt-cacher-ng (or apt-mirror) container that caches only the apt packages listed in data/pkg-manifest.json.

Scope

Add service to compose.yml (e.g. apt-cache)
Seed/warm cache from manifest on first run
Configure all Dockerfiles to use the local mirror via http://apt-cache:3142
Mirror stores only packages we actually install (no full repo sync)
Volume-backed so cache survives restarts

Acceptance

docker compose up apt-cache starts the mirror
Dockerfile builds pull from local mirror, not internet
Cache contains exactly the packages in the manifest (verify with apt-cache stats or similar)
