Add Gitea Actions backend config. Gitea Actions uses GitHub Actions YAML syntax in .gitea/workflows/. Key difference: GITEA_TOKEN lacks package registry scope, so a PAT stored as registry_token secret is required. Add [ci.gitea] with workflow_dir, registry_secret, runner_labels.
