The diag reporter reads Woodpecker env vars (CI_REPO_ID, etc). For GitHub it needs GITHUB_REPOSITORY, GITHUB_RUN_ID.

Add CI backend adapter in src/api/diag/ci_env.py that normalizes env vars to a common interface (repo, pipeline_number, commit_sha, step_name). Auto-detect from env.
