Emit .github/workflows/ci.yml equivalent to Woodpecker ci.yml.

Trigger: push, pull_request. Steps: uv sync, ruff, pytest --cov, gen_config.py --check. Uses actions/checkout + astral-sh/setup-uv.

Same lint/test/coverage gates, only runner/action syntax differs.
