Refactor gen_config.py so pipeline generation dispatches by backend.

dev/scripts/backends/woodpecker.py extracts current emitters.
dev/scripts/backends/github.py adds GitHub Actions emitter.

Both implement: emit(images, cfg) -> dict[str, str]

Image definitions, scan policies, tag patterns are backend-agnostic. Only the YAML structure differs.
